Chunjia Ouyang and Qihang Zhang's Blueline app, developed between 2020 and 2025 in San Francisco and New York, has been honored with the Silver A' Design Award for its innovative approach to bridging trust and accessibility gaps between communities and law enforcement through real-time tracking, anonymous reporting, and multilingual support.
FOR IMMEDIATE RELEASE
Blueline, designed by Chunjia Ouyang and Qihang Zhang, is a groundbreaking law enforcement service app that addresses longstanding barriers between communities and public safety organizations. Inspired by research into the challenges faced by underserved populations-including mistrust, language barriers, and lack of transparency-Blueline was conceived as a mobile-first, user-centered solution. The app empowers users to report incidents anonymously, track case progress in real time, and access multilingual support, all while ensuring robust data privacy and security.
Developed over five years through extensive research, prototyping, and usability testing in San Francisco and New York, Blueline leverages advanced technologies such as React Native, Node.js, Firebase, and AI-powered voice and translation tools. Its secure backend uses AES-256 encryption and complies with global privacy standards, while the intuitive interface ensures accessibility for users of all backgrounds. Notably, Blueline supports 18 languages and offers a service rating system, fostering greater accountability and trust between law enforcement and the public.
Blueline's impact is already evident: research shows an 83.5% increase in user confidence compared to traditional reporting methods and a threefold rise in incident reporting rates. By removing barriers to engagement and making public safety tools more inclusive, Blueline is setting a new standard for civic technology. Its recognition with the Silver A' Design Award in 2025 underscores the app's excellence in technical innovation, user experience, and positive social impact, positioning it for future collaborations with public safety organizations worldwide.
